The deal, which is subject to international clearance, was completed for a reported fee of £17 million following weeks of negotiations that saw the Dutch side reject Tottenham's initial offer, believed to be worth £15 million.
The 22-year-old arrives in North London after a successful season in the Eredivisie, where he led the Netherlands' top flight in scoring with 27 goals in 34 games.
It was Janssen's first season with AZ Alkmaar following his £400,000 move from Almere City.

The Dutch international reportedly arrived in London on Monday to complete a medical ahead of putting pen to paper on a deal that will keep him at Tottenham until 2020.
Frustrated with Alkmaar after the club rejected Tottenham's initial offer, Janssen eventually stopped training with the team as the two clubs continued negotiations.
Last week, he described the opportunity to join Spurs as a great chance to advance his career.
"I'm glad that it is almost complete," he said. "For me, it was clear from the beginning that I wanted to go to Spurs. The competition appeals to me and the plan of the coach is similar to the plan that AZ boss John van den Brom shared with me a year ago at AZ.
"It is a beautiful club with a fantastic stadium and heaps of potential. Anyone in my shoes would take this step."
Janssen will compete with forward Harry Kane for a chance to feature up top in Tottenham's attacking scheme.
