Here are theScore's starting pitcher value rankings for Tuesday, April 19:

Value Rankings

Top Options

NAME OPPONENT VALUE
Carlos Carrasco (CLE) vs. SEA 9
Stephen Strasburg (WAS) at MIA 8
Vince Velasquez (PHI) at NYM 8

With a lack of ace's pitching Tuesday, DFS owners should pay up for one of these three starters. Carrasco has extremely high strikeout upside while Strasburg is a terrific pitcher with all the stuff to exceed his DFS cost. His extremely low WHIP and ERA prove it.

In such a minuscule sample size, it's not clear whether or not Velasquez is a relevant pitching option each day. But for now, he's worth rostering against the struggling Mets bats.

Mid-Tier Targets

NAME OPPONENT VALUE
Jaime Garcia (STL) vs. CHC 7
Mat Latos (CWS) vs. LAA 7
Derek Holland (TEX) vs. HOU 7
Jason Hammel (CHC) at STL 7
Francisco Liriano (PIT) at SD 7
Yordano Ventura (KC) vs. DET 7
Alex Wood (LAD) at ATL 7
Logan Verrett (NYM) at PHI 7

Latos has been freakishly good his first two starts with the White Sox, posting a tremendous 0.75 ERA and 0.50 WHIP. Garcia gave up no earned runs in his last outing against the Brewers and is in mid-season form. With middling costs, both are viable cash game options.

NAME OPPONENT VALUE
Marcus Stroman (TOR) at BAL 6
Drew Smyly (TB) at BOS 6
Shane Greene (DET) at KC 6
Robbie Ray (ARI) at SF 6

Greene registered a whopping 0.86 WHIP his first two starts and could be a cash game treasure in the pitcher friendly Kauffman Stadium Tuesday night.

Stroman and Smyly both play in hitter-friendly ball parks and could get knocked around which will result in lower-than-usual ownership percentage. All of these pitchers can be rostered safely in tournaments with strikeout upside.

NAME OPPONENT VALUE
Matt Cain (SF) vs. ARI 5
Adam Conley (MIA) vs. WAS 5
Scott Feldman (HOU) at TEX 5
Mike Wright (BAL) vs. TOR 5
Eric Surkamp (OAK) vs. NYY 5
Michael Pineda (NYY) vs. OAK 5
Julio Teheran (ATL) vs. LAD 5

These pitchers have struggled out of the gate and should be used as buy-low options. Don't expect big days out of them.

Nothing to See Here

NAME OPPONENT VALUE
Wade Miley (SEA) at CLE 4
Joe Kelly (BOS) vs. TB 4
Alfredo Simon (CIN) at COL 3
Ervin Santana (MIN) vs. MIL 3
Jorge De La Rosa (COL) at CIN 2
Wily Peralta (MIL) at MIN 2

Fade these pitchers in every format. None of them are worth taking a chance on Tuesday night with all of them sporting and atrocious WHIP and ERA.
