Mauricio Pochettino would like to lessen the burden on Harry Kane, as after the young England forward, the Argentine boss only has new signing Clinton Njie to call upon.
Expensive flop Roberto Soldado was offloaded to Villarreal last week, while Emmanuel Adebayor is surplus to requirements.
Berahino, with his pace and ability to work the channels, is thought as the ideal player to complement Kane in a 4-4-2 formation.
"I think we need one more striker to be sure for different games, sometimes to play together," Pochettino said at a press conference Thursday.
"This season we can play in two different options, two different systems. We worked very hard in the preseason to improve, because we need to play in different (ways). Like we played against Stoke, with two strikers, Nacer Chadli and Harry Kane."
Erik Lamela has also been touted as a potential strike partner for Kane, and although it is not his natural position, it is an option Spurs may explore as they travel to in-form Leicester City this Saturday.
