The reported cost for the 30-year-old Estonia international is £4.2 million and, although the Reds only state that he has signed a "long-term deal" on Merseyside, BBC Sport understands his contract runs until 2019.
"I'm really honoured to be part of this amazing club, this amazing team," Klavan said at his unveiling.
"It's hard to put it into words, because it's been a dream of mine for 22 years to come to the Premier League and be a part of this amazing club, Liverpool.
"The Premier League is the most attractive league in the world and you always have amazing players here. This is the home of football."
The former Flora Talinn and Heracles Almelo centre-back helps address the spots vacated by Kolo Toure, who was released at the end of his contract, and Fenerbahce new boy Martin Skrtel. Mamadou Sakho is also expected to miss the beginning of the campaign due to an Achilles tendon injury.
Klavan played in both legs as Augsburg was edged out of the Europa League Round of 32 stage by Liverpool courtesy of a 1-0 aggregate scoreline last season, and played 31 times in the Bundesliga. He skippers his homeland too, finishing short of a Euro 2016 qualifying spot to Slovenia last year.
The three-time Estonian Footballer of the Year becomes the fifth signing by Jurgen Klopp this summer, following Loris Karius, Joel Matip, Sadio Mane and Marco Grujic to Anfield.
