Klose, 27, can feature as both a centre-back and full-back, and he arrives at Norwich as an established member of Switzerland's national team after finding himself behind Naldo and Dante in Wolfsburg's pecking order.
"It was always a dream to play in the Premier League and Norwich have given me a big chance," Klose said. "Now I want to give everything I can to be a good player in this league. When I came here and saw the training ground, the stadium, and everything - it was fantastic."
Also signed by Norwich during the January transfer window were Matt Jarvis, Ivo Pinto, and Ben Godfrey.
