Graham was released by Sunderland upon the conclusion of his contract, and has signed a two-year deal at Ewood Park.
The 30-year-old striker managed a miserly one goal over 37 Premier League appearances for the Black Cats, but the free transfer will still be considered a coup for Blackburn. Financial concerns have shackled the club in recent years, and Graham cost Sunderland £5 million three-and-a-half years ago.
The Middlesbrough academy graduate becomes the third signing at Blackburn under new manager Owen Coyle following the acquisitions of Anthony Stokes and Stephen Hendrie.
