Montero, 24, inked a four-year deal with the Welsh side, coming over from Mexican team Morelia for an undisclosed fee.
The Ecuadorian winger, a constant threat for his national team at this summer's World Cup in Brazil, has long been tipped as one of the brightest young stars to come out of South America, and will now get the chance to showcase his impressive pace and dribbling skills on the European stage.
He becomes the fifth signing of the summer by Garry Monk, as the Swans continue to re-tool in the hopes of getting back into the top half of the table after a disappointing 12th place finish last year.
