It was reported Thursday that newly-appointed manager Steve McClaren was optimistic over Wijnaldum being part of Newcastle's preseason tour of the United States, which kicks off this weekend, and that the transfer fee is believed to be in the region of £12 million.
"We're close to making our first signings," said McClaren on Wednesday, the first time he had spoken to northeast England's media since he was appointed.
According to Sky Sports, however, PSV and Newcastle have yet to agree upon a fee for Wijnaldum, who was named Dutch Footballer of the Year following a 2014-15 season in which he notched 14 goals and three assists as PSV captured the Eredivisie title.
