"Le Havre have worked without success since October to extend the contract of the striker who had a great season with 14 goals," the selling side with an annual budget of 13 million euros noted in a statement.
Coached by former USA manager Bob Bradley Le Havre missed out on promotion to Ligue 1 by the narrowest of margins last season.
News of French U-20 international Mousset's arrival comes the day after Bournemouth agreed a season-long loan deal for Chelsea defender Nathan Ake.
Bournemouth's second season in the English topflight kicks off on August 13 with the visit of Jose Mourinho's Manchester United.
