The 29-year-old went 21-3 last season, posting a 2.90 ERA and 0.97 WHIP in 214 1/3 innings.
Scherzer, who is set to earn $15.525 million this season, would have become the sixth-highest paid pitcher in baseball had he accepted the Tigers' offer.
