Harrell, 21, will work under a reported three-year, $3.1-million deal, according to the Houston Chronicle's Jonathan Feigen.
Selected with the No. 32 overall pick, Harrell isn't confined to the NBA's rookie wage scale as a second-rounder. Houston will have to part ways with a non-guaranteed player to avoid the hard cap, though, as signing Harrell means dipping into the mid-level exception.
In four summer-league games, Harrell averaged 16.5 points, eight rebounds, and 1.3 blocks on 48.1 percent shooting.
He's projected to slot in as the Rockets' fifth big in its rotation, behind starters Dwight Howard and Terrence Jones, along fellow backups Donatas Motiejunas and Clint Capela.
