Waters, a junior college All-American, has committed to Kansas State, The Wichita Eagle reports.

Waters threw for 3,501 yards and 39 touchdowns while leading Iowa Western Community College to a national championship in 2012. He will compete with redshirt freshman Daniel Sams for the starting quarterback role in 2013.
