The Michigan State safety has reportedly been granted a release from the Spartans and is set to transfer to Youngstown State, according to MLive.com's Mike Griffith.
The 5-foot-11, 195-pound Ohio native made five tackles in the nine games he appeared in for Michigan State last season.
Powell was moved to weak side linebacker ahead of the Cotton Bowl game against Baylor and recorded a career-high three tackles in the victory.
According to MLive, Powell was set to be the backup to Darien Harris next season.
