NFL VP admits 'foul wasn't there' on 2nd penalty to Lions' Flowers

The penalty calls made late in Monday night's game between the Detroit Lions and Green Bay Packers received plenty of attention at the NFL's owners meeting Tuesday.

League vice president of operations Troy Vincent admitted that the second of two hands-to-the-face penalties called on Lions defensive lineman Trey Flowers should not have been flagged.

"After you review it, the foul wasn't there," Vincent said, according to Newsday's Bob Glauber.

Flowers was flagged first with 10 minutes left in the game and the Lions leading 22-13. The penalty negated a sack on Packers quarterback Aaron Rodgers that would have put Green Bay in a fourth-and-21 situation. Instead, the drive continued and the Packers scored a touchdown to cut the deficit to 22-20.

The same penalty was called against Flowers with 1:45 remaining after Detroit again had forced Green Bay into a fourth-down play. The flag gave the Packers a fresh set of downs from the Lions' 11-yard line. They went on to kick a game-winning field goal.
