Browns fan plans to celebrate 0-16 season with parade

The 0-10 Cleveland Browns have a real shot at going winless this season - and that's something a fan of the team wants to celebrate/mock.
Twitter user Reflog_18 claims he has filed an official application with the city of Cleveland to host a parade in early January celebrating the historic 0-16 season:

A Facebook event for the parade has been created, and already more than 2,000 fans are planning to attend.
Only one team in NFL history, the 2008 Detroit Lions, has gone 0-16. They did not throw a parade.
