Haskins won the starting job after a training camp battle with Smith, who missed all of last season while recovering from several surgeries on a leg that nearly required amputation. Washington also has Kyle Allen on its depth chart, and signed Steven Montez as an undrafted free agent.
As a rookie last season, Haskins threw for 1,365 yards with seven touchdowns and seven interceptions in parts of nine games.
Washington is looking for significant improvement from Haskins, who struggled with his transition to the pros after being drafted 15th overall out of Ohio State.
