Jake Locker

At just 26, Locker has the most upside of any player on this list. He's occasionally played well in four years with the Tennessee Titans, just enough to give teams a tantalizing glimpse at a long-term solution to their quarterback woes. Health is always a concern with Locker as he's played in just 30 of a possible 64 games in four seasons.

Brian Hoyer

Midway through the 2014 season, Hoyer was being touted as a must-sign player for the Cleveland Browns. But after a second-half collapse, with two touchdowns against nine interceptions, it was clear he'd be looking elsewhere for a starting job. He should compete for a starting job in camp for someone.

Josh McCown

What a difference a year makes. After a 13-touchdown, one-interception performance for the Chicago Bears over eight games in 2013, McCown was the hottest quarterback on the free agent market. Now - after a sub-par season with the woeful Tampa Bay Buccaneers - he'll draw some interest because of a weak class, but the money may be lacking and if he does win a starting job, he'll be on a short leash.

Michael Vick

Height: 6-0
Weight: 215 lbs.
Age: 34
While there may be several better options, Vick's presumed game-changing ability will be too enticing for some teams to pass up. Coming off a single season with the New York Jets, his best option would be a team with an established veteran quarterback that Vick's abilities can't undermine. However, it wouldn't be a stretch for a poorly managed franchise to scoop him up in hopes of a return to glory.
