Analysis:
Gordon has been suspended for over a year after multiple violations of the league's substance abuse policy, but recently filed for reinstatement. While the league has yet to rule on Gordon's case, according to an NFL spokesperson, any decision will be made once the league has the necessary information to render a decision. Given that unclear timeframe, and the fact that Gordon has been suspended for 27 of the Browns' last 32 games, Cleveland is understandably not counting on the wideout's availability, even though his potential reinstatement would inevitably impact the team in some fashion.
