The team can still continue to talk to Sobotka and negotiate a long-term deal with the 27-year-old.
Sobotka is coming off a three-year, $3.9-million contract and had a career year with the Blues last season, racking up 33 points.
The deadline to file for club-elected salary arbitration is Sunday at 5 p.m. ET.
