Niasse, 25, joins the Toffees for a fee of £13.5 million following a spell with the Russian capital club. The signing is the third-most expensive move in Everton history.
Niasse has scored eight times this year in the league paired with six assists for Lokomotiv, prompting his move to Merseyside for 12th place Everton. He was named Russian Premier League's Player of the Year in 2015.
