The Canaries secured the services of the 25-year-old right-back after beating out competition from Stuttgart and Anderlecht, according to Michael Kelleher from Sky Sports.
"I've worked hard to arrive in the best league in the world, so this move means a lot to me," Pinto told James Baldwin from the club website.
A former Portugal Under-21 standout, Pinto joined the Croats on a four-year deal from CFR Cluj in 2013, making 70 appearances during his tenure with the 10-time defending Croatian top-flight champions.
Pinto has started 13 times for Dinamo this season paired with three appearances in the Champions League, finishing bottom of Group F despite a brilliant defeat of Arsenal at Stadion Maksimir.
He will be a welcome addition at Carrow Road, and should provide relief for Ryan Bennett and Martin Olsson as the Canaries fight to stave off relegation, sitting 15th on 23 points, six clear of the drop zone.
