Phillips hit five homers with a .466 OPS over a combined 83 games between the Tampa Bay Rays and Baltimore Orioles in 2022. However, he posted a 6.0 defensive rating, per FanGraphs.
The 28-year-old's top season came in 2021 when he went deep 13 times with 44 RBIs and 14 stolen bases over 118 contests for the Rays. He's best remembered for a walk-off hit to win Game 5 of the 2020 World Series.
Phillips has also played for the Milwaukee Brewers and Kansas City Royals over his six-year career.
The Angels designated right-hander Austin Warren for assignment to make room for Phillips on their 40-man roster.
