Payne appealed the suspension Monday, but the league upheld the one-game ban. He will miss Washington's Week 11 matchup against the Miami Dolphins in Madrid, Spain.
The Commanders are in the midst of a disappointing 3-7 campaign while Payne has recorded one sack in 10 games.
