The Penguins out-shot the Capitals 45-34, but Holtby's only blemish was a first-period goal by Evgeni Malkin.
Nicklas Backstrom and John Carlson provided the rest of the offense for the Capitals, who won their second straight game and eighth in their last 10 contests.
The Penguins suffered their second consecutive loss, and fourth defeat in their last five games.
